In this column series, Yukihiro Matsuyama, Research Director at CIGS introduces the latest information about aging, safety net and fiscal crisis in Japan with data of international comparison.
It is a major social problem that the construction of long-term care facilities cannot keep pace with the increase in the elderly population. It has also been pointed out that caregiver salaries are significantly low, compared to other occupations. Therefore, the government has increased subsidies for their payrolls. In April 2019, the Ministry of Health, Labour and Welfare released a report on the average monthly salary by job category in a long-term care facility. As shown in Table 1, the average monthly salary of a long-term caregiver increased by JPY 10,850 from JPY 290,120 in 2017 to JPY 300,970 in 2018.
