In this column series, Yukihiro Matsuyama, Research Director at CIGS introduces the latest information about aging, safety net and fiscal crisis in Japan with data of international comparison.
In December 2018, the Ministry of Health, Labor and Welfare released a report on people with disabilities who are being abused in the workplace. In addition, the ministry has investigated the number of people with disabilities who are being abused by staff in welfare facilities and families with the responsibility of protecting them.
As shown in Figure 1, the total number increased from 2,671 in 2013 to 3,544 in 2017. Looking at this by the location of the abuse, the number of abuse cases in workplaces and welfare facilities is increasing, while the number of abuse cases in homes is decreasing.
